Fire Alarm
The fire alarm has a system of smoke detectors in the Hall, Kitchen, Lobby, Kitchenette and staircase landings. There are 5 break-glass in case of fire alarm points. In the event of a fire alarm sounding the sirens they will continue until the source of the fire is corrected and the sensors stop seeing smoke or fire. The sounders can be muted at the panel in the lobby. Evacuation points of exit and assembly points are well signed in all areas.
Periodic system tests:
To test the Break-Glass Fire Alarm Points the procedure is simple:
- Ensure you have the silver Enable Control key and the black splunger test key
- At the Fire Alarm control panel turn the Enable Control key clockwise to enter Test Mode
- You will see the display t1
- At one of the 5 break-glass points insert the splunger up into the small hole on the left underside – the glass will displace and the Alarm siren will sound.
- Remove the splunger to reset the break glass point. (the system won’t be able to be reset unless it is removed.)
- At the control panel press silence the alarm, and then press Reset.
- The sirens will be silenced.
- Turn the enable key back anitclockwise
- The Alarm is now in the normal armed state. (a single power light is on)
Note: when the alarm is triggered it will automatically close the metal roller shutter at the Kitchen, and also shut off the gas supply. It is important that the Gas Shut Off Valve is reset afterwards otherwise the boiler will not work. The Gas Shut-Off Valve (next to the Kitchen fire exit door) is reset by a twist and pull out action.
Intruder Alarm
Gas
Gas Meter and manual valve is in brown cabinet outside the kitchen exterior door.
There is an additional red Emergency Gas Shut-Off Valve inside the kitchen by the back door. Note: the Gas Shut Off valve can be triggered accidentally. This has been known to cause issues with the gas boiler operation if triggered often.
Electricity
Meter and circuit breaker boards are in the main store cupboard to the left of Kitchen. In the event of a trip the circuit board can be reset, after determining the cause of the trip. Note: All portable devices, kettles, TVs, Irons etc must be PAT tested and recorded annually.
Water
Meter is in driveway 1m from road under circular cover. Stop cock is in the main store cupboard to the left of Kitchen.
Note: Water serving the upstairs toilets and basins can be isolated using the valves under the sink units behind the boxing.
Heating & Hot Water
Heating and Hot Water are provided by the Worcester Boiler (installed 2015) in boiler room off 1st floor female toilets. The heating is controlled by a HIVE controller, thermostat and Smartphone app. The thermostat should be left alone, set at 16 degrees or there-abouts. The boiler is subject to a service agreement.
Heating is underfloor and is very efficient. It takes 3 hours to bring up the temperature but retains heat a long time. So the schedule is for heat in advance of the time needed. For that reason the boost button is probably no use as it won’t heat a room quick enough. It is best to set a boost in advance – using the Hive App.
Thermostat This is in the main hall on South Wall pillar opposite the kitchen door. The readout shows how hot it is in the hall. Press the up or down button to set the desired temperature. It is set to desired temperature of 16 degrees.
The Hive App is the best way to control the heat schedule and boosts.
Hot Water is provided by the Boiler and is controlled by adjacent timer / controller. The timings of ON/OFF are independent to that of the Heating. If you want to over-ride those timings because the water is cool then find the controller is on the Thermostat in the main hall, on the wall 10 foot from the kitchen door. Press the HW Boost button on the very top lof the Thermostat to put heat the water on for 1, 2, 3 or 4 hours. It will take an hour at least to heat water.
There is a separate electric immersion heater in the HW tank in the boiler-room. By default this is switched OFF – operated by a single wall switch immediately behind the HW tank. This switch should only be used in event of boiler failure, and MUST be reset to OFF once the water has been heated.

Troubleshooting issues with Heating & Hot Water:

Normally signified by flashing blue oval on front of boiler. | Try a restart of the boiler.Or call Jubilee Hall exec. committee member and see if they can assist, or call out the maintenance contractors. | As a temporary stopgap, you could switch on the electric immersion heater to heat the tank. This works independently of the boiler and controller. The immersion heater should be switched off once the tank water has been heated up. |
If the boiler does not re-ignite as above, then it may be that the School Kitchen’s GAS Shut-Off Valve have been triggered. | Check red Gas Shut-off Valve in Kitchen next to rear exit door. The valve shuts gas off when the knob is pushed in (or by being triggered by the fire alarm sounding). The knob is reset by twist of the knob and it will then stay in the ON position. You can then return to relight the boiler as above. |
Kitchenette
The Scout and Guide Kitchenette in the lobby should be kept locked. Key in Key cupboard. The hardware and food/drinks should be kept in good condition and replenished by users. The vent fan is switched on by the high level wall switch (and triggered by the main kitchenette light.) The over should be checked to be switched off before leaving the kitchenette.
Security
The double fire exit doors to the hall must be checked and secured before leaving. The main exit point in the lobby should be secured with the code entry AND mortice key lock. Master keys are issued by the Trustees. Spare user’s keys should be returned to Trustees. Keys to the cupboards are held by the respective users – master keys can access all cupboards.
Two CCTV cameras are installed on the exterior.
The hall must not be left unattended without the doors and windows being secured and locked.
